Budi berharap, RS terapung dapat menjangkau akses kesehatan bagi rakyat di daerah terpencil nan jauh."Itu menggambarkan betapa kurangnya infrastruktur kesehatan kita dan saya di sini mengucapkan terima kasih kepada Ibu Megawati Soekarnoputri, dan seluruh rekan PDIP yang sudah menyediakan fasilitas kesehatan ini," ujar Budi di sela peresmian kapal terapung Laksamana Malahayati di Pelabuhan Tanjung Priok, memaparkan, Indonesia kekurangan alat medis serta dokter ahli di banyak wilayah di pulau terpencil. Pihaknya mencatat, Indonesia setiap tahunnya lahir 4,8 juta bayi dan satu persennya lahir dengan kelainan jantung 25 persen dari 48 ribu atau 12 ribu bayi mengalami jantung bawaan kritis, yang artinya dalam satu tahun harus dioperasi. Jika tidak maka bakal banyak bayi meninggal. Sementara kapasitas operasi bayi yang jantungnya seperti kelereng itu hanya dari 12 ribu. "Itu terjadi karena kita tidak memiliki dokter spesialis bedah jantung anak bedah thorax yang cukup," kata Budi. Selain bayi, Budi mengambil kasus dari penyakit yang paling banyak dialami perempuan, yaitu kanker payudara. Dia menjelaskan, kanker payudara 90 persennya dapat sembuh jika terdeteksi saat masih stadium satu. Pendeteksian penyakit itu harus dilengkapi dengan suatu alat yaitu mamografi yang hanya berada di RS besar. Sementara dari RS di Indonesia, hanya 234 RS yang memiliki alat tersebut atau kurang dari 10 di daerah terpencil yang sangat jauh dari alat pendeteksian tersebut. Oleh karena itu, Budi berharap, kehadiran kapal apung yang merupakan aset PDIP tersebut dapat menjangkau perempuan di daerah terpencil agar dapat mendeteksi dini penyakit yang berisiko paling juga menceritakan keluhan dari kepada daerah seperti bupati, yang daerahnya jauh dari akses fasilitas kesehatan yang memadai. Para bupati atau wali kota, sambung dia, mengeluhkan selama masa pandemi, banyak warga terkena badai kesehatan."Saya hanya bisa bilang ke mereka 'bapak bupati, nenek moyang kita seorang pelaut, dia tahu itu badai sudah dihadapi puluhan kali setiap generasi punya badainya masing-masing Bung Karno ada badai yang dihadapi, Bu Mega juga ada badai yang dihadapi, Pak Joko juga ada badai yang dihadapi dan tidak ada pelaut andal yang dilahirkan dari samudra yang tenang," ucap Budi. "Pelaut yang andal dilahirkan dari samudra yang penuh dengan badai, yang penting pada saat ada badai kita tahu, kapalnya tuh satu, kapal kita sama-sama," kata Budi menambahkan. Kapal RS Terapung Laksamana Malahayati diresmikan oleh Ketua Umum Partai Demokrasi Indonesia Perjuangan PDIP Megawati Soekarnoputri. Setelahnya, kapal tersebut siap berlayar menuju Lampung, Riau dan berlabuh di Pelabuhan Malahayati, Provinsi Aceh. Budi percaya, dengan kepemimpinan kapal merah, mudah-mudahan nanti semua badai kesehatan di Indonesia mampu dilalui dengan baik. "Jangan nggak kompak bocorin kapalnya sendiri, jangan bekerja sendiri-sendiri mau menang sendiri, bekerja bersama-sama melingkar lengan baju bersama-sama sesuai dengan bidang-bidang kerja kita dan untuk bisa menyelamatkan kapal ini," ujar Budi.
